The book «All in Authority: Reigniting the Bible’s Top-Down Missions Strategy» by Ralph Drollinger, published in 2023 through Capitol Ministries, has challenged my entire way of thinking and practicing in relation to societal transformation. Drollinger is the founder of Capitol Ministries.

Drollinger presents a biblical perspective on why the Church should prioritize evangelism and discipleship of political leaders – think kings, mayors, parliamentarians – rather than just pushing legislation, or focusing solely on activism.

The core idea is that true change starts at the top. Building on 1 Timothy 2:1-4, where Paul encourages prayers for those in authority so that we can live quiet, godly lives, Drollinger argues that the early Church spread rapidly by targeting capitals and influential individuals first – as Paul witnessed to the leaders of society in Rome or the leaders in the book of Acts. It is a «top-down» approach: Convert hearts, disciple them in Scripture, and righteousness will trickle down to society—since «righteousness exalts a nation». according to Proverbs 14:34.

He criticizes modern Christianity for having overlooked this—the religious right focused on politics, not souls; earlier eras chased morality without evangelism. Instead, true reform comes from saved leaders, like William Wilberforce, who abolished slavery through faith, not lobbying. The book urges the Church to start Bible studies in capital cities, pray for the salvation of officials, and make public officials the mission field.

It is essentially a handbook for believers who want national influence through faith, not just politics.
